(Report of the Director of Place and Sustainability – To be introduced by the Cabinet Member for Economic Development and Social Inclusion): To consider proposals with respect to the use of the remaining funds secured through Section 106 of the Town and Country Planning Act 1990.

Cabinet considered a report that sought the approval of proposals for the use of funding amounting to £1,000,000 secured through the Section 106 agreement attached to the New River Village development.

 

It was clarified that the original Section 106 Agreement had been consulted upon with residents and the priorities for this had been set after taking this into consideration. The headline terms agreed with the original Section 106 Agreement provide the flexibility for the Council to determine how allocations for social infrastructure should be used.

 

It was noted that a sum of £1m was being spent in the Hornsey area.  

 

RESOLVED:

 

  1. That £1m of funding from the Section 106 agreement in and around the Heartlands Regeneration area, as set out in point ii) below and Map 1 appended to the report and; a further £9m for the local area and wider Council priorities from the Section 106 agreements attached to Coronation Sidings and Clarendon Square, as set out in section 9 of the report be approved.

 

  1. That the commitment of the unallocated New River Village Social Infrastructure Fund of £1m on the following schemes, in accordance with the Section 106 agreement summarised within paragraphs 5.2-5.7 of the report, be approved:

 

Alexandra Park Club (existing spend)                                £250k

Heartlands High School(existing spend)                            £250k

East/West Green Link (new)                                                £220k

Hornsey Churchyard Historic Park and Gardens  £60k

Hornsey Street Lighting (new)                                             £120k

Estate Improvements (new)                                     £100k

 

Total:                                                                                     £1m

 

  1. That the relevant amendments to the current 2011/12 capital programme and the 2012/13 proposed capital programme be approved.
