(Report of the Director of Housing and Adult Services – To be introduced by the Cabinet Member for Health and Adult Services): To consider and approve the Voluntary Sector Strategy 2011-2016 and Funding Framework.

Cabinet considered a report that sought approval of the Voluntary Sector Strategy 2011-16 and the Voluntary Sector Commissioning and Funding Framework.

It was noted that there had been extensive consultation with voluntary and community sector organisations including the Haringey Association of Voluntary Community Sector Organisations (HAVCO) and that this had informed the development of the strategy.

In response to a question with regard to the impact of withdrawing core funding it was noted that only a very small number of organisations received this. The financial constraints placed upon the Council meant that moving to a model where services were commissioned inline with Council’s core priorities was essential.

RESOLVED:

1. That the Voluntary Sector Strategy 2011-2016 and the Funding Framework be agreed, having take into account the outcome of the attached Equalities Impact Assessment (Appendix 4 of the report), which included a detailed summary of the consultation.

2. That it be agreed that the process of rolling out the framework would begin from January 2012.

3. That it be noted that Directorates across the Council were expected to have due regard to the Funding Framework when working with the voluntary sector.
